The Petroleum Authority of Brunei Darussalam (‘PABD’) is pleased to announce the award of the Block C Production Sharing Agreement (‘Block C PSA’) to EnQuest Global Ltd (‘EnQuest’). This marks a key milestone in the nation’s strategy to rejuvenate its upstream oil and gas industry and enhance long-term sustainability of its oil and gas industry.
EnQuest is a subsidiary of EnQuest PLC, a London-based independent energy company with active upstream operations focused in the United Kingdom and South-East Asia. It has successfully registered a Brunei branch, EnQuest EP BV Limited, as part of their dedicated efforts to set up and begin works in Brunei Darussalam. Pre-development activities for the block are already underway, with a final investment decision targeted for 2027 and first gas production
expected in 2029. These milestones mark a major step in realizing the project’s full potential and reinforcing Brunei’s position in the global energy landscape.
EnQuest’s entry into the oil and gas industry in Brunei Darussalam marks yet another new player aspiring to make its footing in Brunei Darussalam, with Hibiscus Exploration Brunei being the first after acquiring interest in Block B in offshore Brunei in 2024.
The award of the Block C PSA, aside from being demonstrative of Brunei Darussalam’s attractiveness for oil and gas exploration and development activities, also reflects PABD’s continuous strategic efforts to collaborate with reputable international partners in order to bolster energy security and drive sustainable expansion of the oil and gas industry in Brunei Darussalam.
It is foreseen that the exploration and development work under the Block C PSA will significantly strengthen Brunei’s oil and gas capabilities, create new job opportunities and contribute to the country’s economic growth.
