On 8th November 2023, Petroleum Authority of Brunei Darussalam (PA) and the Brunei Economic Development Board (BEDB) signed the Implementation Agreement (IA) for the Pulau Muara Besar (PMB) Phase 2 Development Project with Hengyi Industries Sdn Bhd (Hengyi) at The Empire hotel.
Present as joint guests of honour at the signing ceremony were Yang Berhormat Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof, Minister at the Prime Minister’s Office and Minister of Defence II as Co-Chair of the PMB Development Steering Committee; Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister’s Office and Minister of Finance and Economy II as Chairman of the Foreign Direct Investment and Downstream Industry Steering Committee; Yang Berhormat Dato Seri Setia Awang Haji Muhammad Juanda bin Haji Abdul Rashid, Minister of Development as Co-Chair of the PMB Development Steering Committee; and Yang Mulia Mr. Qiu Jianlin, Chairman of Zhejiang Hengyi Group Co. Ltd and Chairman of Hengyi. Also present at the ceremony were members of the PMB Development Steering Committee.
Signing on behalf of PA were Yang Mulia Dayang Hajah Farida binti Dato Seri Paduka Haji Talib, Permanent Secretary (Energy) at the Prime Minister’s Office and Yang Mulia IR. Awang Haji Amer Hishamuddin bin Pehin Orang Kaya Amar Pahlawan Dato Seri Setia Awang Haji Zakaria, Permanent Secretary (Infrastructure, Housing and Professional), Ministry of Development; while signing on behalf of BEDB was Yang Mulia Mr. Daniel Leong, Acting Chief Executive Officer of BEDB. Hengyi was represented by Chief Executive Officer of Hengyi, Yang Mulia Mr. Chen Lian Cai. The IA signing was witnessed by Yang Mulia Awang Haji Kula bin Haji Metasan, Acting Managing Director of Petroleum Authority of Brunei Darussalam, Yang Mulia Awang Abdurrahman bin Abdul Aziz, Assistant Chief Executive Officer of BEDB and Yang Mulia Mr. Li Peng, Company Secretary and Director of Administration of Hengyi.
The signing of the IA for Phase 2 marks another important milestone in Brunei Darussalam’s continuous efforts and commitment to spur the growth of the Downstream Oil and Gas sector in the country as well as to realise and support Brunei Darussalam’s Wawasan 2035 and Economic Blueprint.
