Kindly take note on the following important information:

  1. Please confirm your participation by responding to (SCM@pa.gov.bn) with the Tender Title and your Vendor Name within 48 hours from the date and time of this invitation. Kindly indicate whether you wish to:
  • Accept the invitation and participate in the tender; or
  • Decline the tender invitation.
If we do not receive your response within the stipulated 48-hour period, it will be deemed that you have declined the tender invitation.
  1. The Closing Date and Time to submit the Proposal is by 10:00 a.m. (Brunei time) on Friday, 10th July 2026. Bids received later than the Closing Date and Time stated may result in the Proposal being rejected. However, it shall solely be the decision of Petroleum Authority to accept or reject any late tender submission. All submissions shall be submitted through the email (SCM@pa.gov.bn).
  2. Bidder’s proposal shall consist of the technical and commercial proposals (hereinafter collectively referred to as “Proposal”). Both the technical and commercial proposals are to be sent separately to Petroleum Authority Tender Board Secretary via email address tenderboard@pa.gov.bn and marked clearly as follow:
  • “PA/FIN/C260004/HR – TECHNICAL PROPOSAL – Provision of Consultancy Services for the Review, Development and Implementation of Competency Framework”
  • “PA/FIN/C260004/HR – COMMERCIAL PROPOSAL – Provision of Consultancy Services for the Review, Development and Implementation of Competency Framework”
  1. Any clarifications/queries should be communicated through this email (SCM@pa.gov.bn) only, latest by Friday, 3rd July 2026 at 12:00 p.m.(Brunei Time).

Please be reminded that any bids received later than the closing date and time stated may result in the proposal being rejected.
