| Provision of Independent Consultant on Verification of Annual Decommissioning & Restoration (D&R) Cost for Petroleum Authority of Brunei Darussalam
Brief Scope of Work: The Consultant will review the supporting data, assumptions, methodologies and funding schedule, identify material gaps or uncertainties, and provide clear conclusions and recommendations to support PA’s regulatory oversight and decision-making, approval of Annual Advance Final Payment (AFP) and to also clearly identify any gaps arising. The scope of work is expected to include but is not limited to the following:
Confirm that the AFP calculation and funding approach are consistent with PA’s D&R Guideline and applicable obligations.
Asset coverage, cost estimates, economic assumptions, and contribution timing to determine whether the fund remains adequate and proportionate.
Provide specialist benchmarking and model assurance beyond routine internal review.
Give management a clear evidence base for acceptance, qualification, challenge or follow-up of yearly AFP submission.
Document the basis of review, findings, assumptions, limitations and close-out actions for future monitoring and assurance. |
